Via Astrologica

The United States is currently undergoing a so-called shutdown – the temporary suspension of some of federal services. The cause is that the Congress failed to reach a budget agreement before the end of the fiscal year on 30 September 2025. Consequently, from 1 October 2025 federal agencies are partially closed and thousands of employees are placed on unpaid leave¹. This is not a good situation for any country, so it is not surprising that forecasts show that the closure, unless it is short-term, could reduce the annual GDP growth rate only slightly, but the prolonging shutdown may deepen the overall slowdown². So, the leaders of both parties are accusing each other³ – Republicans are criticising Democrats for refusing to back a short-term solution (a continuing resolution) while Democrats charge Republicans with bullying and with attempting to force changes to social programmes.

And so it goes on while the state remains partially paralysed. To end the difficult situation, Congress must either pass a temporary resolution or approve a full budget. In this post I am analysing the annual horoscope for the United States and checking whether what’s below is reflected above.

Horoscope for the country

As shown in the horoscope for the USA, financial affairs are represented by the second house ruled by Saturn in the angular 10th house in Libra, so he is quite well dignified, the same like financial affairs of the state. Civil services and clerks in general are represented by the sixth house ruled by Venus in the angular seventh house and in Cancer where she is also dignified. The President – signified by the 10th house, and the Congress – 11th house, are also represented by Venus. So, as one can see these matters are pretty well constituted in the USA’s horoscope, so these are quite strong points in it.

Horoscope for the year

In the horoscope for the current astrological year, Venus, representing clerks as said above, the President, and the Congress, is in Aries – the sign of her exile, whereas Saturn, representing finances, is peregrine in Pisces. In addition, Mars in Cancer, which is the sign of his fall, dwelling in the sixth house heralds problems for civil service staff. Noteworthy is that Mars in annual horoscope represents the President. Similarly, Saturn – sitting on the cusp of the second house – creates financial challenges. On the other hand, Jupiter – ruler of the second house in the annual horoscope – is weakened in Gemini, which is the sign of his fall which causes problems in public finances. So, the year 2025 is not a fortunate one when it comes to these two areas.

Another significator is the ruler of the year – Jupiter being exiled in Gemini and sitting in the angular fourth house. The ruler of the year signifies the head of the state – the President in the case of the USA. In addition, Jupiter is in opposition to the Moon – the usual significator of citizens. Taking the above into account, the head of the state – President Trump who is signified by Jupiter – will be weakened, and so it happened. President Trump’s approval rating has dropped lately⁵ to 43% which is the lowest figure so far in the poll for Trump this year.

Horoscope for the autumn quarter

The horoscope for the Sun’s ingress into Libra provides more details regarding the forecast for the third quarter of the year – autumn. A noteworthy detail in this horoscope are the main axes in the same signs as in the natal chart of the state – it highlights the importance of this period. Saturn, ruler of the second house of finances, is not peregrine anymore (due to being in his own terms) as it was in the horoscope for the year, but he is still in a cadent house – within the time of the third quarter his limited strength doesn’t matter a lot. In turn, Mercury, ruler of the sixth house, is also in the cadent ninth house, moreover, combusted, although having some essential dignity, he doesn’t enforce civil services workers. Another factor – Venus, ruler of the sixth house in the USA’s horoscope, is in Virgo where she is exiled which confirms the poor situation of clerks.

Considering the above, the problems with the budget and the resulting obstructions are not surprising.

Transits

In the horoscope for the shutdown starting time, Neptune in the first degree of Aries conjunct Imum Coeli of the USA which may be considered as something negative.

However, if we take a look at the other generational planets and compare this horoscope with the horoscope for the USA, we can notice an aspect pattern called kite⁷ which is very beneficial. One of the corners (Pluto) of the kite falls in the second house whereas another one (Uranus) falls in the sixth house of the USA’s horoscope. The main axis (Libra – Aries) may indicate strengthening the position of the President, but also simultaneously reinforcing the opposition. However, the main opposition in the horoscopes (the President – the Democrats) in the kite confirms the obvious truth – in order to end the shutdown, the President and his people must reach an agreement with the opposite Democrats. If this would be done, the state may even take advantage of this crisis.

Conclusions

As shown above, the horoscopes for the USA reflect, among others not commented in this post, troubles in financial and civil services affairs. The shutdown is reflected in the horoscopes for the USA, both annual and autumnal. As a side note, the interesting thing is the kite formed with the main axis of the US chart exactly during the crisis happening, which may give some hope to the state for a quick solution to the problem, or even turning the crisis into an opportunity for gaining some profits.
